[dev] ILIAS Mocking Solution

Dear all

We decided during the Dev-VC about automated testing, to add a library to ILIAS which enables us to create dynamic mock objects. The thread for the discussions and presentations is located at http://www.ilias.de/docu/goto_docu_frm_5386_4418.html.

I would like to start the voting at the 6. June 2017 and take a final decision at the 23. June 2017.
