As informed at yesterday's JF, we (Richard Klees and I) kindly ask you to have a final look into the PR which moves the initialisation of the UI framework to the new component bootstrap mechanism (https://github.com/ILIAS-eLearning/ILIAS/pull/7969).

The most important changes, besides the UI framework, are inside the Init-Service, with some small changes along other components.
