[dev] ilDBInterface: Removed optimizeTable()

Dear developers

A slight change in the ilDBInterface has been pushed today for trunk, 5.3 and 5.2. It was possible to trigger a OPTIMIZE TABLE from the consumer code which should be as SysAdmins task and not the applications task. There has been only one usage of it which has been removed some days ago.
